Importantly, and opposing the vision of certain Netanyahu’s far-right coalition partners, Israel will not occupy or take over the territory, which was the location of 21 Israeli settlements prior to their inhabitants were withdrawn in 2005.
Nor will any individual be obligated to exit Gaza, the proposal assures. People who wish to leave will be allowed to do so freely and allowed to come back.
Hamas as an entity will not be permitted any role, “in any capacity”, in the future governance of the area.

Donald Trump has encouraged delegates from Hamas and Israel meeting in Egypt for key negotiations targeting ending the Israeli conflict in the Gaza Strip to “act quickly,” adding, in remarks on Sunday morning, that there had been “very positive” discussions.
President Trump stated:
We have had extremely constructive discussions with the Hamas organization, and Nations from across the planet (Arab, Muslim, and everyone else) over the weekend, to free the captives, end the War in Gaza but, of greater importance, at last achieve long-awaited PEACE in the Middle Eastern region.
These discussions have been highly productive, and moving quickly. Expert delegations will meet once more Monday, in Egypt, to tackle and clarify the last points. Sources indicate that the opening segment should be completed in the coming days, and I am urging everyone to MOVE FAST.
The US envoy Envoy Witkoff is slated to attend the discussions, based on sources in Israel, alongside Israeli delegates and a Palestinian group headed by Khalil al-Hayya, the deputy head of the political office of Hamas.
Khalil al-Hayya is expected to confer with mediators from Qatar and Egypt in Cairo, Egypt today in the morning, ahead of discussions in the Egyptian resort town of Sharm El-Sheikh.
Nonetheless, Israel’s top delegate, Minister of Strategic Affairs Ron Dermer, is slated to attend negotiations in the coming days, subject to advancements in the discussions, based on three Israeli officials.
Optimism about a possible truce has escalated worldwide, with leaders from the West and Arab nations pressuring Hamas and Israel to reach an agreement. On Sunday, the German chancellor, Friedrich Merz, called Benjamin Netanyahu of Israel and voiced backing for the Trump plan, describing it as “the optimal opportunity for stability”, based on a readout.
